If you just did an install and go, maxusers should be set to 10, which will permit 180 total processes on the system. But if maxusers got dropped to 1 for some reason, max processes wil be only 36. Either way, this includes the basic 18 to 20 used by the system itself plus any more you may have added. The calculation is 20 + 16*maxusers . I don't *know* that this is your problem, but I didn't see maxusers listed below, so I thought it worth checking.
