Decide whether or not you want the fonts compressed or not, compress or uncompress them, and then run mkfontdir. Doing the steps 2,3,4 in the order you've outlined will cause the server to look for uncompressed fonts and it won't find them. If the original poster doesn't have the speedo fonts, then make sure that /usr/X386/lib/X11/fonts/Speedo is removed from the FontPath in Xconfig, and make sure that there is a valid fonts.dir file exists in each of the directories in the FontPath. You can ensure that the fonts.dir file is valid by running mkfontdir in the directory in question.
