The General Secretary looked around the room
with a cold stare.  "We must catch up to Linus,
and then we must surpass him!"  His fist
banged against the table.

The head of the KGB calmly replied, "What
you desire is not so easy to attain.  The
decentralized system of the Linux world seems
have some advantages.  They have been able
to develop new drivers at a remarkable
pace.  They have also been able to adapt to
entirely new microprocessor designs.  It
is actually quite startling."

The party theoretician countered, "The system
of Linus is similar to the past empires of
the Huns and Mongols.  Linus allows his chieftains
considerable freedom and autonomy, and this
accounts for their superior mobility and
activity.  But at the same time, Linux still
depends on a central figure, just as the
Huns depended on Attila and the Mongols needed
Zingis.  Linux will ultimately fragment and
dissipate, just as those past empires did."

The General Secretary had calmed down since
his earlier fist banging.  "I know that we
must concentrate on the integrity of our
operating system.  If our resources are less
and our methods more cautious, then our
goal should be to endure and improve, but
not to conquer."

The meeting turned to other subjects.  The
Minister of State Production began his prepared
statement.  "I have been reviewing our five-
month plan, and I am concerned that we do
not have sufficient plastic feedstocks to
meet cd-rom production goals ..."
