Well the real "reference" is /usr/src/sys/netinet/if_ether.c,
line 290 or so ;-)

However, the error you are getting is likely to be due to a
bad ethernet card on your LAN, generating bogus ARP and running
your FreeBSD box out of space in its ARP table. I've seen this
before, and that is what it meant, so that's my guess here.

Are you doing anything fancy on this LAN segment? Multicast? Strange
old hardware? Scads of hosts on one physical ethernet?
