You can get software from the Boston University ftp site.  In order
to be "allowed" to talk to EFnet, you more or less have to beg and
plead to the current powers-that-be and convince them that you
can add value to the existing network.  Unless you've got a T3,
they'll likely just chuckle and send you on your way.
