The boot loader must be able to read the kernel via BIOS calls from the hard
disk, which basically means that the kernel must be located underneath the
1024 cylinder boundary.

Try fdisking the entire disk, and installing using the so-called "dangerously
dedicated" method.  (yes, I realize you will lose all your files on your other
partitions, that is what backup media is for.)  If this works you have a BIOS
problem and you will need to re-arrainge your partitions.
