FreeBSD is not currently bootable from CDROM.

My guess would be that it is for booting systems that only knew
about 1024 byte/block harddisks and treated CDs just like HDs.

Sun did something similar but used 512 bytes/sec for their CD drives.
CDs normally are 2048 bytes/sec
