If you're just talking about adding users (shell access), run
/usr/sbin/adduser.  If you're talking about virtual domains, take
a look at /etc/namedb and pick up a book about DNS (Try _DNS & Bind_
published by O'Reilly and Associates).

Well, you can create an entry in your /etc/namedb/whatever file which
maps their IP address to a name, yes.  Once again, you should pick up
the DNS book mentioned above - it's extremely helpful.
