He contributed it to the FreeBSD tree, but there's IMHO no good reason for reinwenting wheels. He has featured it after some SunOS command IIRC. It's not intended as a user interface, just as a backend. But it should be fairly easy to wrap the user interface of your choice around it (or even use it `pure').
