Link compression is not broken per se: but CCP (compression control
protocol) is broken in that it still emits pred1-compressed packets
even if pred1 has been NAK'ed, as long as CCP itself is up.

I have ``fixed'' this long ago in pppd by taking down CCP if no
agreement could be reached about a compression method to use.  This
way, FreeBSD's pppd and iijppp could at least talk together.
