Said postmaster wouldn't have been able to help you either.  The sites
you're noticing are most likely universities etc. sitting on the
German WiN (Wissenschafts-Netz, the educational network).  They are
gated through MCInet, and while previously the gateways itself were
often the bottleneck, my own traceroutes now very often show the first
hops at MCInet after the WiN gate being the culprits.  So that's
nothing a local admin could even influence.
