When using named.boot and creating my new www.<somedomain>.com

One of the things I have to do is build the <somedomain>.db file.  Why do I have to increment the serial number on this file for it to be read by the system?  The reason I ask is because it is a new file, so wouldn't that get read no matter what the serial number is?
