  I'd guess the question reverts to "is there a freely distributable
  source bootstrap utility available for any operating system on the
  Alpha?" in that case.  If not, it's a non-issue; the intellectual
  purity of having all the source available (and if there was any reason
  to be encumbered by the GPL that would be it) is not better than the
  intellectual impurity of having a decent O/S on the machine.  If, on
  the other hand, NetBSD (or FreeBSD, if the hivemind has decided to
  port to non-intel platforms) has such a boot loader, I, as a system
  manager who administers a gaggle of Alpha boxes (two running Linux,
  one running the wad of license managers that call themselves Digital
  Unix) will beg for a pointer to such a thing.
