I grabbed the "pcibus.c" file from 2.1.6 and threw it in there and now everything works. There are only 2 lines changed - the lower 4 bits are masked off from the above, and that's it! Also, for anyone else on the Walnut Creek subscription, the 2.1.6 CD's are shipping this week.
