In working with the FreeBSD folks it has been determined that the boot 
on the 2.1.6 install floppy was compiled with the RAWBOOT option. 
This option ignores the name of the kernel file and requires the kernel
to be at absolute offset 8192 in the BSD partition. This generally
cripples booting from anything other than the floppy unless the kernel
winds up in the correct position. I found that the boot on the fixit 
floppy image is the full functioning boot. So if you have any trouble
booting hard drives you should be sure to use the boot on the fixit
disk. The FreeBSD folks say that the full boot will appear in later
releases since support for 1.2M floppies is to be abandoned.
