Yes, at least with date(1).

Because apparently, somebody thought that date(1) is more often used
to make small corrections to the clock (setting time only), as opposed
to large corrections (date).  So a short number will be interpreted as
a new time, and a longer one as time + date.

Basically, they add support for:

. non-IBM437 charactersets (preferably over a screenmap, but requires
  at least an EGA adapter),
. use of a different number of lines per screen than 25.
