I also had this idea and I'm still interested in it. There are also other people using the arm32 port who are interested in improving documentation. Why not set up a NetBSD project (there are WWW pages to do that)? It is also worth to consider if it would be good to have a NetBSD mailinglist for documentation IMHO. So I'm willing to help but there is the usual problem of time. I have a few weeks left with a lot of time, then I will only have access to my computer on weekends and I will finally move to the USA for a traineeship from March 17 until the end of August. I don't know yet if I will be internetted over there (but I think so) and how much time I will have there to work on it. Let's keep in mind that there should be somebody who can devote time to it regularly for the forseeable future. Not only do you have to "port" the FreeBSD handbook, it must also be maintained afterwards. It's still very much work in progress anyway, there are still chapters missing in the FreeBSD handbook.
