I found part of the problem.

I redid everything, including the os_bs installation.  The later
fixed part of the problem.

I now get to a boot prompt.  If I enter "sd(2,a)kernel", I get
another boot prompt and if I am patient, it auto boots FreeBSD
2.1.5.

I think the problem may be with os_bs or the mbr.
