A number of people are of the opinion that it's not appropriate to distribute
such a program with the operating system, as it in many -- perhaps the
majority -- of cases requires customization to the local environment which is
ultimately more painful than writing it oneself.

Certainly, I've never found 'vipw' and 'mkdir' hard to use.

I do *not* speak for NetBSD.
