pppd cannot "interrogate" the modem.  The modem reports the connect rate
when the link establishes, and (in the case of a modem that can
re-negotiate the connection) when and if the connection is re-negotiated.

You might be able to get useful information from the port via the chat
script when dialling, but how important is this ?
