Those are both pretty old versions. BSD/OS is at 3.0 now (2.1 was current
until last week) and I think the free tacacs+ server is up to 2.1 in release
state and 3.0 is available as a beta.
I haven't seen this problem with BSD/OS 2.1 and tacacs+ 2.1, so you might
want to upgrade. If that's not possible, you could try running xtacacsd under
the BSDI debugger and cause the problem, so you can see where it's failing.
