I'm assuming that you're using a multiplexer and that you have reached the
limits of that adapter, and that you are not trying to surpass a 16 user
licence agreement.

It would be helpful to understand the setup of your 16 modems, but I'll
take a crack at it.  Try setting up the 17th modem on one of the Comm
ports.  Your ringdown will not care what the device is that is being used,
as long as the modem is set to pick up.

A 17th user is not exactly a Kernel issue.  BSDI 2.0 starts with a 10 user
max, so you will have already had to have upped this number at the top of
the LOCAL file.  Also the suedo ppp devices would have had to be upped in
the LOCAL file as well.
