Thanks for the reply. As it turns out, you were absolutely correct.
Being from an ( albieit modest C programming) Macintosh ( quit laughing!;))
backgound, I was unfamiliar with the BIOS pnp/BIOS configuration options 
availible at boot time. The card came up quite happily at IRQ 4.
This is apparently hard wired or prom burned into the card ( see no jumpers
above).
For those of you headed to the desoldering bench with those Plug and play
cards:
At boot time, before the kernel loads, select <F1> to enter the BIOS
configuration menu. Navigate to BIOS/ Pnp config options.

This is good supplementary information for me in the context of what
most FreeBSD documentation refers to as ' supported devices'.
