Hard luck.  2.1.x wasn't very good in detecting all kind of ATAPI
CD-ROM drives.  2.2 is much better at this (as has been discussed here
many times).

Maybe you can get it working by putting the CD-ROM as slave on the
first controller.  Maybe not.
