No, but nobody will guarantee you anything else.

Right.  The most annoying thing, the ENABLE_STARTUP_LOCALE hack has
been introduced in 2.1.  It has been diminished as a bad idea quickly
in the 2.2 branch, but that wasn't for security reasons, thus it has
been forgotten to be killed in the 2.1 branch.
