is this a 'permanent' condition, or one that occurs only occasionally?

the reason that i ask is that i've noticed the UCB has occasionally
had trouble routing to ref (and TFS in general), and TFS is sitting
directly off UCB, i believe, on BARRNet...

BARRNet's had a bunch of routing problems lately...
