It depends at what level you want the filtering.  If you want to limit
at the system level, then a sendmail rule is what you need.  See the
bsdi web site in the technical support area for FAQ's for bsd/os 2.1.
If you want to filter on a per-user basis, then I would suggest you
investigate the procmail package.  Procmail is on the bsd/os 3.0
contrib source cd rom, but for some reason never got installed.  You
can also find it on the net.
