I suggest that you add

options TCP_COMPAT_42

to your kernel configuration file, config, make clean, make depend and make
a new kernel.

Some BSD4.2 based tcp stacks have a 32bit unsigned/signed bug, preventing
them to cooperate with standards-conforming partners.

The aforementioned option is a bug compatibility option for this.

If you already have this option in your kernel, I don't know what the problem
is.
