Is it a dial-up or a hard-wired line?  How about the possibility of a
flow control problem, either control lines or modem?  Does it actually
converse with the other end before entering slip mode?  On trick is
to try pinging or telnetting the addresses at either end.  You could
also try a traceroute and or try these things from some system on
the other end to try to figure out just where it's not getting through.
