Indeed. Recently I studied the system calls of WinNT and I saw the
similarities (I used to do VMS systems programming till 7 years ago).

WinNT does add some nice things, but all in all it is as messy and
unstructured as VMS was. It surely inherited the not so nice things
from VMS.
