Me too! My Netscape 3.01 will not display on a FreeBSD 2.1.6 machine. 
Netscape makes no attempt to download the applet, leaves a space where
it should be on the page and gives no error at all. Basically it behaves
exactly as if Java had been turned off.

It works fine with different X servers ( I checked ) - just not
FreeBSD's.  Neither is it exclusive to the FreeBSD version of Netscape,
other versions ( I tried the OSF ver ) also exhibit the problem when
displaying to a FreeBSD machine. I also found that Netscape 2.02
displays applets fine to the same X server.  The problem seems only to
show when Netscape 3.01 and FreeBSD's X are combined. ( For the record,
I'm using FreeBSD 2.1.6 )

I made a exhaustive search on the web for a mention of this problem, but
came up dry.  It surprises me that such a bug would go un-noticed. 
Perhaps it is exclusive to particular configurations of FreeBSD?

Does anyone know the cause of this problem, or better still the fix?
