The most of postings advices to check with the permissions of the shell. That was checked. The actual cause was in the configuration of login.access file, which allowed only members of the group 'wheel' to logon from console. Thank you all for support, and local FreeBSD 2.1.0 continues to run with 3 reboots since March '96. Have fun.
