For an ISDN connection you also need a time slice wide enough for 64Kbits/s on the backbone of the providers switching device. When you got a dialup connection and not a permanent one you're on a system where the number of available time slices is less than no_of_customers/2, guess why there is a price difference between a dialup connection and a permanent one. So if you use up a time slice without actually using it and anyone else does the same, you force the provider to upgrade their network switching devices. Someone has to pay for that, they won't do that for nothing. Also with connect times < 1 sec there is no reason to keep the line alive 24 hours a day. : If the target of the call is off the same local exchange, then the cells : of data will simply go up one set of dedicated wires (which the customer : has payed for) and then go down another set of dedicated wires (also : payed for)... Where is the COST to the Telecom in that??? In providing bandwith on the backbone and no_of_customers/2 is way more expensive than 25% of no_of_customers, or whatever their analysis about usage of the available bandwith found appropriate. The next thing you demand is that your ISP guarantees you an exclusive bandwith of 64Kbits/s 24x7 to everywhere, for $20 per month of course <g> : What they need to do is "get their finger out" and change their planning : models then spend some of their profits (some would say "obscene" : profits) on additional infrastructure and stop complaining... They all will gladly sell you a permanent line which you have connected 24x7, no prob, but I guess you don't like to pay for that. Ah well, here in Germany it's not a topic at all because the single provider here will charge your socks off for using a dialup ISDN connection 24x7. That's several times more expensive here than a permanent connection, intentionaly I would say.
