Big mistake, I'd say.  But locations of "Imake.tmpl" suggest it
might be present without the developer package.  

% locate Imake.tmpl
/usr/X11R6/lib/Server/config/cf/Imake.tmpl
/usr/X11R6/lib/X11/config/Imake.tmpl
/usr/X11R6/src/xc/config/cf/Imake.tmpl
