I seem to recall getting the same error trying to compile 1.1.9 on a
system that had been "upgraded" rather than freshly installed.  I can't
remember what I did to solve this problem!

However, I also came across another 'problem' with gethostbyname() which
was failing the Squid DNS test.  When I totally reinstalled this machine
(after saving /etc and a few other directories I wanted to keep
relatively intact), this problem also disappeared.  I suspect now that
it was that I did the upgrade of the 2.1.5 system to 2.2.1 but didn't
then install the compat21 package!  I think that it was a shared library
incompatibility problem.

While a fresh install is certainly more "painfull" then the simpler
upgrade, it does ensure that you don't carry over baggage (or at least
as much baggage) from one release to the next.  From beginning to end
should certainly be less that 1 hr and the benefits of 2.2.1 (mounting
the Squid cache filesystem(s) async & noatime) can make the extra effort
worthwhile...
