I think I had exactly the same problem after I upgraded to 2.2.1 from
2.1.0.  Problem in my case was that the kernel source had not been
upgraded (because the only two source options were "all source" and
"no source"; there was no way to just grab kernel source with the
upgrade).  I fixed the problem by downloading all the ssys.* filesets
and extracting them.
