No, seriously, it happens sometimes that the cancellation control messages are not applied to all instances of the message which is cross-posted to lots of different groups. I don't know how my news relay is managed, but partially cancelled posts happen just a very few times indeed. Usually, it's a "--- FREE XXX STUFF, GO AND LOOK THERE ---" announce posted in comp.windows.x.* and comp.unix.bsd.* : I can honestly say that my ISP and the ISP of the company I currently : work for don't deliver duplicates - certainly not outside of the : 14 day "remember" line I have in my news config files (anything inside : of that, innd will throw away anyway).
