Fvwm95 is not started from the .fvwm95rc file.  This file is read by
fvwm95 as it's starting up.

If you're using startx, edit /usr/X11/lib/X11/xinit/xinitrc, replacing
whatever window manager is currently being invoked with fvwm95.

If you're running xdm, it will be in /usr/X11/lib/X11/xdm/Xsession.
