The >FreeBSD book is informative but lacks a few little details. Fvwm95 is not started from the .fvwm95rc file. This file is read by fvwm95 as it's starting up. If you're using startx, edit /usr/X11/lib/X11/xinit/xinitrc, replacing whatever window manager is currently being invoked with fvwm95.
