What's magic with it? Filesystem generation (mkisofs), and actual CD-R burning are divided anyway. So what prevents you from creating a FFS image, and burn this one onto a CD-R? (I wouldn't do it, RR extensions usually do cut it for me, and you can perhaps ignore some of the more weird limitations of ISO 9660, like the max nesting level for directories.
