If you still have DOS 6.22 running on one of the partitions, you can use MSD or another diagnostic to find out what the right IRQ is; also, the port number will have to be correct as well. Had this same problem on my first install, and this is what solved it (fyi my actual Novell NE2000 was installed straight out of the box with IRQ 3 and a port setting of 0x300; your kilometers will likely vary...)
