The problem seems to be that there is no default login.conf file provided with the release -- although it's omission isn't damaging, the man page (sec 5) is dense enough I haven't attempted to create one myself from scratch (and I have enough things to configure) so I get the same error on the console, even though I did a clean install on a newly partitioned disk. The facilities that this new capability-file allows look interesting though -- I'd like to see a more basic 'how-to' documentation somewhere. I should mention this is the ONLY problem I've had with this release. It's gorgeous, and well worth the time.
