I don't think any decision in this direction has been done yet.  2.2.2
was only an incident.  Jordan made this release since he was about to
make a release for the Xig/Walnut Creek CDE CD-ROM, and thus decided
that it was worthwhile to use the current RELENG_2_2 state, rather
than 2.2.1.  (He was a little premature about this, too, so a few
possible bugfixes from -current are missing.)
