There's no kernel support for it if that's what you're asking for. Your
only option is to put a file called .xmodmaprc in your home directory.
This file is read by the utility xmodmap which, as the name indicates,
remaps the keyboard *under X* (man xmodmap for more info). I.e. to use a
{Swedish,Spanish,Klingon,*} key mapping you *have to run X* under NetBSD. 
I'm happily running X on a IIcx w/ 8MB RAM.

There is a really nice graphical front end to xmodmap which is called
xkeycaps, I found it somewhere under
<ftp://ftp.luth.se/pub/NetBSD/NetBSD-Amiga/contrib/.index.html>.

P.S. No I don't have a Swedish .xmodmaprc to send you, I use my own
mapping to get Swedish characters ;-)
