If one wants, one *could* enable root logins via telnet - simply change the "insecure" to "secure" in /etc/ttys for ttyp*. Whether one would want to is another question. For my local net, behind the firewall, I consider it safe to do so. Your mileage may vary. There are lots of good reasons to not ever log in as root and use su when necessary.
