Well, in X, you can set in your /etc/XF86Config:
Section "Keyboard"
[...]
LeftAlt Meta
RightAlt Meta
[...]
EndSection
Outside of X, i think you have to twiddle with your keymap (in
/usr/share/syscons/keymaps), but i haven't really done anything with
it yet, so i can't say with certainty that it would work.
