I doubt it very much.

I have found out the hard way that WinModems are software driven -
very little hardware on the card, the windoze driver does all the
work, and you have to hope that it is the latest version and to the
TAPI spec. 

My problem was on a windoze system, an unknown modem trying to load
PCAnywhere 32. After a lot of head scratching and a phone call
returned from Canada (to the UK) I found out about WinModems. A
proper modem cured the problem.
