This was asked and answered a couple of days ago.

Answer:

Add a 

LockFile       /var/spool/lock/accept.lock

to your httpd.conf file.  It is required because the Apache port
uses a different directory structure than the base distribution;
it should have already been in the config file, but perhaps it wasn't
for some reason.
