   I had this problem when I had no bpfilter in my kernel. If you
   cannot run tcpdump - then that's your problem, simply include

   pseudo-device bpfilter <number_of_interfaces> 

   (<number_of..> is usually 5) in your kernel config
   file and rebuild it. The dhcpd should work, though it will
   generate socket/fallback thing time after time :-(
