Try 
	ppp -x Netvigator
on root, or run gettyd with debug switch. I find sometimes
gettyd's /etc/getty/hayes-hangup fails to close port. Killing
gettyd helps sometime.

I don't think gettyd is good idea. If it is really clever it
might work, but tty stuff is usually very sensitive. Gettyd 
and dailerd makes things more complicate. For examples, 

   there is not way to get away silly alphabet conversion of telephone number
   there is no good setting for replacing several different PCMICA modem cards
       (I have to edit /etc/ttys.conf.local every time..)

If I know how to stop gettyd features.... but I already set up too
many things....
